Mugabe arrives home under intense health scrutiny

HARARE, Zimbabwe (AP) ? President Robert Mugabe arrived home from Asia on Thursday morning as his party denied reports he had suffered a health emergency.

Mugabe, 88, was met at the main Harare airport by party leaders and military chiefs under normal protocol. He did not speak to waiting reporters.

Mugabe's party dismissed reports that he had been gravely ill as "a lot of hogwash" by hostile Western media organizations.

He is scheduled to chair a ministerial meeting later Thursday, two days later than first scheduled, the party said.

Mugabe has made ten trips to Singapore in the past 16 months, reportedly for medical treatment. Said to be under treatment for prostate cancer, has called for elections this year and has been nominated as his party's only presidential candidate.

This time around, Mugabe left Harare on March 31 to supervise post graduate studies for his daughter Bona, 22, in Hong Kong, his office said.

Intense speculation on his health came after a popular Nigerian preacher claimed to prophesy the imminent deaths of elderly, autocratic southern African rulers. Malawi's 78-year-old president then died on April 5.

Information Minister Webster Shamu had invited reporters to the Harare airport to witness Mugabe's arrival. He said the media had "spread rumors."

"As you can see, the man is fit ... Why do we lie and why do we panic?" he said, castigating reporters.

Mugabe landed in a private jet chartered by a diamond mining company. The state airline he routinely used was grounded by debts in January.

Reporters said his arrival was brisk and businesslike. Mugabe held the hand of his wife Grace and was dressed as usual in an impeccable dark business suit.

Mugabe has appeared robust at recent public appearances. In broadcasts marking his 88th birthday in February he said he was "as fit as a fiddle." He joked then he had been resurrected more often than Jesus Christ after detractors frequently pronounced him dead.

In the broadcasts, he also acknowledged he had not groomed a successor in his fractious ZANU PF party, a shaky coalition with former opposition leader Prime Minister Morgan Tsvangrai formed by regional mediators after violent, disputed elections in 2008.

Persistent reports of his failing health have intensified infighting in the party between factions led by Vie President Joice Mujuru and Defense Minister Emmerson Mnangagwa.

Mujuru's group has been weakened by the death of her husband, a former guerrilla leader and army commander seen as a major ZANU PF power broker.

Gen. Solomon Mujuru was burnt beyond recognition in a mysterious house fire last year and though questions remained over how he died a court ruled there was no foul play in his death.

Mujuru's family has demanded his remains are exhumed from a national shrine for independent forensic analysis.

Mugabe led the nation to independence from Britain in 1980. Critics blame his policies for an economic meltdown in Zimbabwe and an upsurge in political violence, intimidation and human rights abuses over the past decade.

As weather gets biblical, insurers go missing

PITTSBURGH (Reuters) - As weather disasters strike with more frequency, homeowners first get hit with the destruction or total loss of property. Many are then hit with the unexpected loss of homeowners insurance policies as insurance companies re-evaluate their financial liabilities.

After a tornado ripped through Springfield, Massachusetts, last year, R. Paula Lazzari's home was badly damaged. The retired teacher found broken windows, missing siding and a damaged roof. Her insurer offered to fund repairs for one broken window and some of the siding. It took nine months -- and mediation services from an independent adjuster and the Massachusetts Division of Insurance -- to get her bills paid, according to the parties involved.

In this era of unpredictable weather patterns, Lazzari's case is not unique. Insurance companies are raising rates, cutting coverage, balking at some payouts and generally shifting more expense and liability to homeowners, according to reports from the industry and its critics.

"Insurance companies have significantly and methodically decreased their financial responsibility for weather catastrophes like hurricanes, tornados and floods in recent years," the Consumer Federation of America said in a statement after studying industry data.

The industry concedes that it is trying to avoid getting trounced by those same punishing weather patterns.

"Last year (2011) was an extraordinary year for natural disasters," said Michael Barry of the Insurance Information Institute (III), an industry trade group. "Insurers have taken a step back to assess whether or not they can absorb severe losses."

STATES LEFT IN THE COLD

Some insurance companies have pulled out of weather-challenged states -- meaning they will not write new homeowners policies and may not renew contracts with current policyholders.

In the wake of Hurricane Irene last summer, for example, Allstate informed some 45,000 North Carolina policyholders that it would not renew contracts that were not bundled with auto insurance.

After a spate of tornadoes last April caused $11 billion of property damage in Alabama, Alfa Mutual Group announced it would not renew 73,000 Alabama property insurance policies.

"The increased frequency and severity of storms over the last decade have highlighted the need for Alfa to review its overall property portfolio," Alfa President Jerry Newby said in a statement.

Florida, where insurers have been dropping coverage since Hurricane Andrew in 1992, is a good example of where this can lead. With an annual average of $1,460 per home, homeowners' premiums there are second-highest in the country (Texas, at $1,511 is first), according to the most recent data available, a 2010 report from the Insurance Information Institute.

"Florida's off the charts when it comes to pricing," said Mike McCartin, an Ashton, Maryland, independent insurance agent.

The state has stepped in to cover some 1.5 million properties via its publicly funded Citizens Property and Insurance Corporation as insurers drop more and more homes.

"You simply have major private insurers that are unwilling to write policies in Florida," said Robin Westcott, the state's insurance consumer advocate.

"It's just a tough market to be in," said Phil Supple, a spokesman for State Farm, which was once Florida's largest property insurer. It stopped writing new homeowners' policies there in 2007.

CHERRY-PICKING OF CUSTOMERS

Even though companies are not abandoning states at will, many opt to drop coverage on individual homes or customers that may seem prone to file claims. Insurers generally work on three-year contracts with homeowners, Barry said. At the end of those contracts, insurers can decide to raise rates or not renew.

When frozen pipes caused flooding in Phil Berger's Ijamsville, Maryland, home last year, he got a $6,000 check from Allstate for the damages -- and a policy review. Berger said an Allstate contractor told him to make $100,000 in repairs to his home at his expense or he would lose his coverage. He refused, and instead found a less expensive policy with a company that required only one smaller repair before covering the home.

"You just need to be on your toes at all times," Berger said.

Allstate declined to comment on Berger's case, but sent an email response to general questions about the company's nonrenewal policies.

"Allstate responsibly manages its risk by opting to not renew policies as warranted," company representative Kevin Smith wrote. "These actions are carefully considered, and help ensure Allstate's continued ability to provide a wide variety of insurance products to consumers at a competitive rate, while remaining financially strong in every community we serve."

PAYING MORE FOR LESS

Even homeowners that renew every year may find new limits buried in their policies. The Consumer Federation report said insurance companies have "sharply hollowed out the catastrophe coverage offered to consumers" by raising deductibles, capping replacement costs, and -- significant for folks in the path of tornadoes and hurricanes -- removing coverage for wind damage if another non-covered event (usually a flood) also occurs.

Industry groups say this misstates the facts.

"The ?(CFA) could not be more wrong," said Dr. Robert P. Hartwig, president of the Insurance Information Institute. "Cities such as Tuscaloosa, Birmingham and others are being rebuilt today because of private insurance companies paying losses -- not from ?hollowed out coverage' policies." Insurers have paid "literally billions" of dollars to "hundreds of thousands of claimants" affected by natural disasters, he said.

Hartwig also defended the practice by some insurance companies of leaving certain states or regions.

"If you tell an insurance company that they can't raise rates despite nine hurricanes in two years, obviously insurers are going to have to reduce exposure," he said.

But homeowners' insurance premiums have been rising sharply. They have increased an average 6.33 percent annually between 2002 and 2009, according to the National Association of Insurance Commissioners (NAIC). This year, insurers have asked for rate increases of 18 percent or more in 11 states, according to the Consumer Federation.

Robert Hunter, the author of the consumer report, has questioned whether limit-laden policies are worth the rising costs. But mortgage lenders require homeowners insurance, and anyone who has observed a devastating house fire or storm is unlikely to be willing to go without coverage.

COMPARISON SHOPPING

So how can consumers, who have little choice but to keep their coverage, do as Berger suggests and keep on their toes?

Hunter tells homeowners to shop carefully. "Go on your state's insurance policy website and look for houses similar to yours to compare prices," he said.

The NAIC provides a map to all state insurance offices on its website, http://www.naic.org/state_web_map.htm), and provides information about consumer insurance complaints.

Hunter also recommends checking comparison websites such as insuranceproviders.com (http://www.insuranceproviders.com) or insweb.com (http://www.insweb.com) for companies with favorable consumer reviews for in your state.

Another step is to get a professional agent to help, said Jim Donelon, Louisiana's insurance commissioner and president-elect of the NAIC.

"I recommend you talk to as many people as you can. Get an independent agent -- someone who's not attached to a specific company -- and get in touch with captive agents but know that captive agents can only represent their company."

The agents can check to make sure no important coverage -- like wind -- has been carved out of the policy.

Compare what the agents offer with what you can find online, said Randy Moses, assistant director with the South Dakota Insurance Department.

Even after getting coverage, consumers may find they need extra help. Lazzari needed both an independent broker and a public adjuster to resolve her case. Her insurer, Norfolk Dedham Insurance, not only initially refused to pay for most of her home repairs, but also planned to drop her as a customer, she said. Francis T. Hegarty Jr., president and CEO of Norfolk & Dedham Group, confirmed her version of events, but said it was not unusual for claims such as Lazzari's to take time to resolve.

Lazzari contacted an independent broker who worked with Norfolk Dedham to successfully complete her home repairs. But the broker said switching insurers would increase her payments 185 percent. That's when Lazzari contacted the Massachusetts Division of Insurance to find a public adjuster, who eventually persuaded Norfolk Dedham to keep her on its rolls.

"We were eventually able to work things out with Ms. Lazzari," said Francis T. Hegarty Jr., president and CEO of Norfolk & Dedham Group. "In these kinds of cases with independent adjusters, the claims tend to get strung out and tend to take longer to resolve than they would otherwise. But cases like case are pretty common and, all in all, we're pleased with how things turned out with her."

Can price inflation fix a lagging economy?

Yes, but the boost it provides is temporary and offers no permanent solution.

Recently, a number of Keynesians, including of course Paul Krugman, have argued that the key to a quick economic recovery is higher price inflation. Just how high they want it go depends on which one you ask but Krugman for example argued that sustained inflation at 3-4% would "almost surely help the economy".

Now, it should be conceded that higher monetary inflation can stimulate short-term economic growth to the extent the new money enters the economy according to the scenario described by the Austrian business cycle theory. The recent slight acceleration of growth in the United States does?reflect this. But this will only pave the way for future problems, as Greenspan's "successful" attempt to revive the economy after the "dot com bubble" by creating a housing bubble illustrated.

Moreover, if inflation happens in other ways it will not revive real economic growth. It will boost nominal growth but the higher price inflation will mean that real economic growth won't increase. An example of this is Britain, who have had sustained inflation of 3-4% (though VAT changes have sometimes pushed it below or above that range, but the average has been about 3.5%) for the latest 5 years, yet have seen unemployment rise and real average pay for people with jobs drop by a total of 10%.

But perhaps Krugman was too timid in his recommendation for inflation of 3-4%. How about 9.2%? That is in fact what they've had in Iceland on average between 2008 and 2011. If higher inflation was a miracle cure, then surely 9.2% would be good enough.

Yet though Iceland's economy recovered slightly in 2011, by 1.5% adjusted for terms of trade changes, it remained a full 9.7% below its 2008 level. And that's assuming an average inflation rate of "only" 6.7% (for some reason the domestic demand and private consumption deflators in the GDP numbers have increased significantly less than the harmonized consumer price index for Iceland).

Some point to how Iceland still has relatively low (7%) unemployment but that overlooks first of all that Iceland had extraordinarily low (just 2%) unemployment before the crisis, and secondly that "hidden" unemployment has increased strongly as there has been a big drop in the participation rate and thirdly that there has been a 9% drop in real wages for people who still have jobs.

Nixon?s chief of staff, H.R. Haldeman, had a different view of this relationship. In his diary he wrote that Timahoe was so nervous around Nixon he wouldn?t go near him even when tempted by dog treats.?

Online social influence is one of those phenomena that are hard to define, but we ?know it when we see it.?

And social influence is even much harder to track than it is to define.? Businesses are becoming increasingly social in their marketing, sales and customer service using a wide range of strategies, tactics and platforms. Some work, some work better than others.

How big a challenge is measuring social influence online?? The answer lies in why we?re asking the question.? Do we want to know whom influences whom in what ways to get people to buy a certain car, or vote for a certain political candidate?? If that?s the case we?re in for a wild ride because the psychology of individual choice is wide, deep and rich.? We can understand social influence in its correlations?when certain influencers say something we can see a correlated set of responses occurring.

But correlation isn?t the same as causality.? Proving causality means you can specifically attribute when certain influencers say something it causes the following responses.? This is not measurement, its attribution.? And attribution is the real proof of social influence.

Klout and its mongrel brethren have built simple models defining ?influencers? as people whose social messages are repeated repeatedly by others.? Klout then parses these influencers into buckets numbered from 1 to 100 and sells them to Virgin Airlines and other corporations like a PR agency in reverse.

I?ve wondered what the respected minds in data science think about the challenge of defining, capturing and measuring online social influence.? I?ve set out to meet and talk with people who are trying to capture, measure and analyze social causality on the largest scales.

Gilad Elbaz, a Google alum,?has a start up called Factual Inc, which the New York Times profiled last Sunday.??The goal of Factual leaves one gobsmacked: to capture and normalize all the data in the world.? All the data, baby. ??I?m sure that will take a little time and present enough challenges to keep armies of experts on the cutting edges of technology, semantics, and library science.

I?ve been challenged by some to point to organizations and people who are going about the business of measuring social influence and using that to create understanding and then actions based on that understanding.? If Klout is wrong, who is right?

One place to start is in Austin, Texas, twenty-six floors above Congress Boulevard, in the aviary headquarters of Dachis Group. Here, among half-finished offices lined with whiteboards filled to overflowing, are people working to understand the causality in social influence?how can we accurately attribute social communications to influencing real world actions?

Jeff Dachis founded Dachis Group in 2008 in Austin.? The idea behind Dachis Group is consulting with clients about what he calls ?Social Business,? a sweeping change he sees as corporations become more transparent and social.? With this change comes the opportunity to build strong, direct relationships with customers, participating in the marketplace of social conversation.

Dachis is best known as the founder of Razorfish, now the lead digital agency owned by advertising giant Publicis Groupe.?? He saw Razorfish through a successful IPO in 1998, and then the dot-bomb crash before leaving in 2001.? Today more than 30,000 companies and brands are analyzed by the SBI platform.? According to Dachis Group each day more than 50 million ?brand relevant? social network messages are analyzed.

Courtney Boyd Myers, writing last September in The Next Web, described the SBI as: ?derived from company, employee, partner/vendor,?customer, engaged market and influencer data, and it is sourced from scraping sites like?Twitter, Facebook, Wikis, YouTube, forums,?and blogs as well as data?buys, data partnerships, company contributions, and its?own internal data team.?It had over 100 of the world?s largest companies participating in its?early access program to help cement the data and gain insights as to how the data is?used.?

In November the next module called Social Portfolio Insight was released, to be the ?system of record? for a brand?s social accounts across all brands. Social Performance Monitor was released in January to enable real-time measurement of social conversations on a brand?s performance.? It?s also the first module that requires a substantial subscription.? ??Coming next are two more subscription modules, Advocate Insight and Employee Insight, which will enable companies to drill down into the influence of brand advocates and their own employees.

The fundamental question is, given the huge morass of unstructured social communication about a brand, realistically how can anyone measure ?social influence??

?Measuring is a big problem,? Huddleston granted, ?but attribution is a much bigger one.?

Social messages are what are called ?unstructured data,? meaning it travels with almost no metadata that relates with other messages. ?Structured data would be like data from a spreadsheet or from a database.? Unstructured data has to be harvested and then evaluated with natural language processing, semantic analysis, and machine learning algorithms in order to interpret what the data mean.

This is akin to taking all the rocks in the Yosemite National Park and carefully reviewing each one for size, shape, mineral content, location, relationship to other rocks and so on.

?From the NLP and so on we build what we call a brand vocabulary index,? said Huddleston.? ?This is the taxonomy of meaning of the brand?the words, the ideas, the phrases that the brand uses, and that people use in talking about the brand.? In this way we?re trying to understand conversations, not just keywords.?

?Radian6 and others track and find keywords,? Bromberg explained.? ?We?re not saying that?s not valuable?it is.? There is a more important opportunity to analyze the performance of a brand or a company in the conversations and the context they provide.?

?BP could have used Radian6 to analyze social conversations when their oil platform was leaking,? Bromberg continued.? ?But they didn?t know which of the five or six methods of social media crisis management were working, and how they were working in different geographies, precisely on what platforms.?? That?s what the SBISaaS platform is designed to do.?

Huddleston used a term coined by Jeff Dachis, the ?social business graph,? which they take to mean the connections and relationships of a brand or corporation to people across social communications.? SBI builds a map of the social business graph of a corporation across all of the messaging that relates to the brand vocabulary.

?The SBI helps our client?s aggregate social media conversations into a system of record,? said Huddleston.? ?From this they can look into the performance of their campaigns and see what measures they can take to reach the full potential of the subscriber set in each social platform.?

?Advocacy is a perplexing and seductive problem,? Bromberg pointed out.? ?Every company has to create content programming, and social media represents an opportunity to use measure this programming.? They key is that we?re now able with SBI to not just measure ideas like sentiment and trending, but we can follow influence down to specific conversations.? This isn?t just measurement; we?re drilling down to provide attribution.?

?When you get the complete picture like this it allows you to see how all of your communications are actually working in the market,? Bromberg continued.? ?With this you see the power of advertising receding and the power of advocacy becoming much more important.? It gives you answers to questions of ?how do we reach them??

Dachis Group says it is currently working with 40% of Fortune 500 companies.? When it began working on the SBI in 2010, Dachis approached a selected group of companies and asked them to collaborate by integrating internal data with the social data that the SBI would collect and helping think through how to model the data to make it useful.

So how does a platform like the SBI deliver a real understanding of ?social influence??

?There are two answers to that,? said Huddleston with a smile. ?The first is that we gather the data and figure out what it means, then (the client) can figure out the value from that meaning according to their existing measures.? Proctor and Gamble has a long track record of modeling what certain actions and chains of action mean to a brand in the marketplace.?

?If Nokia and Microsoft want to reposition Nokia as a smartphone rather than a value brand phone they come to the table looking for specific ways to use social to communicate to achieve their goals.?

?Second,? Huddleston continued, ?then we help customers do this, figure out what the attribution means to them.? We?re concerned with business outcomes, how this directly drives our client?s businesses.? We?ve got the biggest social strategy group in the world to help them do this.?

Still he admitted that we?re standing at the dawn of really understanding how communication in social networks drives real business outcomes.

?It?s just too early in this,? he said.? ?There are just not solid models of ROMI (return on marketing investment).? I?m sure we?ll see best practices emerge about how to truly accurately measure return on investment, but its way too early in the game for that.?

Huddleston smiled.?? ?We?re just over a year into it.?
