What is a Solar Garden?

Last Friday, October 13th, the YVEA board of directors unanimously approved a motion to enter into negotiations with Clean Energy Collective of Carbondale, CO for the purpose of constructing a solar garden in the YVEA jurisdiction.? We felt this was a good opportunity to talk more about What IS a Solar Garden?

What is a Solar Garden?
A solar garden (sometimes referred to as a solar farm) is a solar electric array with multiple subscribers connected to the utility grid. The subscribers may purchase a portion of the power produced by the array and receive a credit on their electric bill. Utility customers within the solar garden?s service area, including residences, businesses, local governments, non-profits, and faith-based organizations, can all subscribe to the sun.

Why is a solar garden so cool?
Unlike big power plants, a solar garden is a distributed generation project. Distributing power production provides benefits to communities beyond local, clean, and more affordable energy. It also creates jobs locally, avoids destroying delicate habitats, and bypasses the need for inefficient transmission lines, which lose power during transmission and can take many years to put in place. And it helps ensure that the benefits of renewable energy go to the people who need the power?that?s all of us.

In Colorado, solar gardens can be anywhere from 10 kilowatts, which would fit on a large roof, to 2 megawatts, requiring up to 16 acres. An average single-family home would offset 100% of its electricity usage with about 2-5 kilowatts of solar power. Under the California bill SB 843, solar gardens could be as large as 20 megawatts (160 acres), which could power over 5,000 average homes.

What are the steps to starting a solar garden?
A solar gardener organizes a solar garden, working on 3 tracks: Policy, community organizing, and project development. These usually happen concurrently.

  • Promote policies that support solar gardens: Work with your local utility to develop a solar gardens program. Find a state legislator to champion a solar gardens bill at the state level. Work with your county planning commission to develop zoning rules for solar gardens. Support policy at the federal level such as the SUN Act.
  • Organize communities: Hold/attend community meetings, recruit early adopters, partner with a local nonprofit. Neighborhood associations can help get people together and tend to know about specific churches, parking lots, etc., so they can help with asset mapping.
  • Find host sites: Properties of 1-20 acres near substations or utility distribution lines and large roofs can serve as host sites. Your local utility can let you know the cost to interconnect.
  • Find subscribers: In addition to regular subscribers, businesses, nonprofits, city governments, and other large power users who can use a significant amount of the power can be ?anchor? subscribers. In Colorado, at least 5% of subscribers to a solar garden must be low income.
  • Identify local solar companies that can bid for construction: Solar Panel Hosting carries out the bidding process.

What?s a subscriber?
A subscriber is an electric customer who owns a portion of a solar garden. The subscriber receives a credit on their electric bill for the power the panels produce.

What?s an anchor subscriber?
An anchor subscriber is a subscriber who takes a large percentage of the garden (40% in Colorado) and is willing to buy subscriptions from people who move as well as sell subscriptions to new people.

What is a subscriber organization?
A subscriber organization is defined in the Colorado Community Solar Gardens Act as a company founded for the purpose of managing a solar garden and its subscriptions. A subscriber organization can be a limited liability corporation or a cooperative. A subscriber organization must be structured carefully due to the requirements of securities law, the tax code, and financial institutions.

How do I subscribe?
Fill out our subscriber interest form at solargardens.org/register or drop us a note at subscribe@solargardens.org. Interested subscribers will not be required to make a financial commitment until program details are released and pricing is finalized. No subscriber will be charged until the system is built.

How much solar can I buy?
The minimum subscription size varies ? in Colorado?s XCEL Energy service area it is one kilowatt (about 4-5 panels). In other areas the minimum subscription can be as low as $10. The maximum subscription size is enough panels to provide all the average annual electricity consumption at the subscriber?s premises. We can work with you to determine the appropriate system size for your usage and your pocketbook.

How much will I save?
The incentives for solar programs vary from area to area, as does the amount of sunshine available. Exact prices will be available when your utility?s program rules are complete and construction bids are received.

  • With our Solar Savings Now Plan in CO: Subscribers will save up to 5-10% on their electric bill with a small down payment. This may require credit approval.
  • With our Community Power Plan in CO: A kilowatt (kW) of solar power generation will cost approximately $2,000 ? $2,500, due when the system is commissioned. In Colorado, subscribers will receive a monthly bill credit of $150-180 per year for each kilowatt purchased, which will change with electricity rates (which historically have gone up).

What if I move?
If you move within the same area (in some states, the same county, and in others within a certain number of miles), you can transfer your subscription to a new meter. You can sell your subscription at any time you choose, if you move out of the area. If you sell your home, your subscription can be sold separately or with your home, depending on your preference.

How long does a subscription last?
Subscriptions usually run for 20 years and can be sold before that term ends if the subscriber moves.

How close do I need to be to a host to subscribe?
That depends on local laws. In Colorado, a solar garden must be in the same county as the subscribers, with some exceptions. Subscribers must be in the same utility service area as the solar garden.

What?s a host?
A solar garden host provides a location to install a solar array to be connected to the utility grid. For example, a school or other public building might host the panels, or they might be hosted on a privately owned building or private land.

Who pays for the array to be built?

There are two main ways of financing a solar array ? crowd funding (the Community Power Plan) and a power purchase agreement (Solar Savings Now). With crowd funding, small investors in the community each pay for their subscription or invest in panels for mid and lower income folks to purchase over time. A larger array using a power purchase agreement from a third party financier provides a way for subscribers to save money immediately without an up-front payment.

What qualifies a site to be a solar garden host?

A solar garden host can be a building (school, warehouse, public building, etc.), a parking lot, a brownfield site (land previously used for industrial or commercial purposes), and so on. Retired farmland or the corners of irrigation circles can make good host sites. The size of a solar garden depends on regulations in each state. A host site can be up to 20 acres.

What is a hosting service provider?

A hosting service provider such as Solar Panel Hosting (SPH) trains solar gardeners to find hosts and subscribers, arranges financing and finds and manages subscribers. Solar Panel Hosting will work with local partners to develop the project. A hosting service provider?s role includes financing of project construction, subscription management, and ownership and payment models. SPH is developing over a dozen projects in Colorado and California ? see?http://www.solarpanelhosting.com/.

Who installs and maintains the solar systems?

The hosting service provider works with local installers to install the solar systems. SPH charges a small monthly maintenance fee to cover both predictable and unpredictable maintenance costs, including inverter replacement and snow removal.

What about warranty and insurance?

Panels typically have a warranty of 25 years and generally are expected to last much longer. A typical warranty will guarantee that in year 25, the panels produce 85% of the power they produced when new. Comprehensive insurance is included in the price to cover events such as theft, hail damage, or low production by the solar panels. The insurance is carried by a special-purpose entity, sometimes the same as the subscriber organization.

What?s an O&M fund, and how does it work?

An Operations and Maintenance fund is set aside out of funds used initially to build the project and potentially also out of revenue produced by the solar array. This fund helps maintain the array, as well as cover any uninsured expenses, in case there?s something not covered by the insurance policy. If not needed, this fund can be used eventually to purchase the array for the subscriber organization.

What kind of panels are used for a solar garden? Are they American-made?

Any kind of panels can be used in a solar garden, including American-made and some foreign-made. Most commonly, silicon electric solar panels are used, though other technologies are a possibility. Most jobs in solar are in the area of installation rather than in manufacturing, and the Solar Gardens Institute supports using local labor to support the local economy.

What options do both subscribers and hosts have at the end of a lease?
A variety of models exist with terms of different lengths. The Solar Panel Hosting Company offers a plan that lets the host and subscribers decide whether to renew the lease in year 20 with the existing system in place, renew and upgrade to new technology, or decommission the system and return the land or structure to its original condition.

Who makes decisions for a solar garden?

The group of subscribers making up the subscriber organization. The hosting service?s contract determines the conditions under which decisions are made. For example, a host might have veto power over certain decisions. The subscriber organization may choose to enter a long-term financial arrangement that will hold it to certain requirements in managing the array and subscriptions.

What?s the rate of return on a community solar investment?
The sun shines everywhere?over time, solar panels will pay for themselves wherever you put them.?The rate of return for a community solar facility is determined by the costs of electricity, solar panels, maintenance, and administration ? plus the amount of sunshine available. State and utility incentives play a big part in determining the overall payback time, which can range from 6 ? 20 years, with 8 ? 14 being the most common. Tax concerns play a role, with third-party investors claiming the federal 30% tax credit when institutions like churches and schools cannot. What?s a kilowatt (kW), and what?s a kilowatt hour (kWh)?

A kilowatt is equal to 1000 watts and is a measurement of power. A small electric heater with one heating element can use 1 kilowatt, as can a microwave oven. There?s a difference between kilowatts and kilowatt-hours. A kilowatt-hour is the amount of energy equivalent to the power of 1 kilowatt running for 1 hour. If you leave a 100-watt light bulb on for 10 hours, you?ve used 1 kilowatt-hour. The average annual electricity consumption of a U.S. household is over 10,000 kilowatt-hours.

Which states allow solar gardens?
Solar gardens laws have been established in Colorado, Delaware, Maine, Massachusetts, Vermont, and Washington, and are pending in California, the District of Columbia, and Maryland.

What is the SUN Act?
Senator Mark Udall, D-Colorado, has introduced the Solar Uniting Neighborhoods (SUN) Act. This bill will allow individuals to claim the 30% federal tax credit for purchasing solar panels, even if the panels are hosted on a different property.

At least 10 pets perish in house fire | WAVY.com | Chesapeake

CHESAPEAKE, Va. (WAVY) - Fire crews were able to save one cat from a house full of animals during a two-alarm fire Wednesday morning in Chesapeake.

Capt. Scott Saunders with the Chesapeake Fire Department said the first alarm went out at 8:49 a.m.? for a fire in the 2200 block of Ardmore Avenue. When crews arrived on scene five minutes later, firefighters found heavy smoke showing from a two-story home and a second alarm went out at 8:57 a.m.

The fire was controlled at 9:15 a.m., however, Saunders said numerous animals were found dead, including three dogs, four cats, multiple ferrets, two birds and one iguana.

"When you come to these house fires, it's hard enough that the people lose their property, but to lose a pet which is part of their family... it's hard on them and it's just something that we don't? like to see," Saunders said.

Crews were able to rescue and resuscitate one cat.

Two adults and one child reside at the home, but were not there at the time of the fire, Saunders said. No other injuries were reported.

A cause for the fire has not yet been released.

Testimony begins in Britney Spears defamation case

LOS ANGELES (AP) ? Testimony is set to begin in a defamation suit by Britney Spears' ex-manager against her parents.

Lawyers for Sam Lutfi declined to say whether he would be the first witness at Monday's trial in Los Angeles.

But one thing certain was that Spears will not testify. She remains under a court-ordered conservatorship and a judge told her not to participate.

Her father, Jamie, who is her conservator, has been in court with his wife, Lynne, whose book on her daughter's darkest days led to the defamation suit by Lutfi.

He was portrayed by lawyers for the family as a destructive force in Britney's life. His lawyers maintain he was just trying to help Britney and manage her career.

Lutfi is seeking millions of dollars from Spears and her family.

Apple unveils iPad Mini, iPad, iMac and more

We have found our way to San Jose, to see what Apple meant when it said, "We've got a little more to show you."?Apple CEO Tim Cook took to the stage and presided over an event that launched?a super slim?new iMac, a 13-inch MacBook Pro with Retina display, a Mac Mini ... and?two new iPads.

The fourth-generation iPad is an update to this spring's third-generation?iPad with a?Retina display, featuring a faster chip, the A6X ???delivering faster performance. "I can't see the competition in the?rear view mirror," says senior vice president of worldwide marketing, Phil Schiller, who came on stage to show off all the new hardware.

There's improved Wi-Fi and, of course, a Lightning connector. The fourth-generation iPad (don't call it an iPad 4!) will cost the same amount as the current one. (No word on whether or not the third-generation iPad will be offered at discount, mind you.) This the first time, at least in recent memory, that Apple updated a core product twice in the same year.

But the bigger deal during this event was the smaller iPad, the iPad Mini. It's 0.68 lbs, and as thin as a pencil (7.2 millimeters).

Apple seems to want to explain the iPad Mini's 7.9-inch screen, in part because it's not a "Retina" display.?It's a?1024 x 768 pixel resolution display, the same resolution as the iPad 2, so all apps look good and work. How does that compare to the 7-inch?Android tablets, particularly Google's Nexus 7, though? With a diagonal screen of 7.9 inches, that translates to a huge total surface area advantage:?21.9 square inches for the competitor, versus 29.6 square inches on the iPad Mini.

The iPad Mini has an Apple A5 chip,?FaceTime HD front-facing camera, a?5MP iSight camera on the?back, LTE cellular?wireless capabilities (in some models), speedy 802.11?A/B/G/N Wi-Fi, and, of course, a Lightning connector.

It's got 10 hours of battery life, just like fourth-generation iPad.

The iPad Mini will start shipping Nov. 2 (for the Wi-Fi only version), and will cost $329 and up. The LTE-enabled model will ship two weeks later.?(See the above pic for all the prices.) You can pre-order the iPad Mini starting on?Friday, along with the fourth-generation iPad.

As far as the rest of Apple's announcements on Tuesday go, the first news of the event was a new version of iBooks, with continuous reading, language support for Japanese and Chinese,?and pages?synchronized across iCloud, so that?? as with?Amazon's?Whispersync???your place is saved no matter what device you're on. You can download the new iBooks today.

After iBooks, Schiller started his stage revue?by revealing a 13-inch MacBook Pro with Retina display: It's got 4 million pixels, four times the pixels of its predecessor.?To put that into perspective, consider that the average HDTV has a 1920 x 1080 pixel resolution. This means that the new MacBook Pro has almost double the pixels of an HDTV.

The 13-inch MacBook Pro with Retina display is .75 inches thick?and weighs?3.5 lbs.???much more slender than the older model. There's no optical disc drive, of course.

The base configuration, which you can order today, costs $1699, and comes with a Core i5 dual-core processor, 256GB of memory and 8GB of RAM.?You can custom order it?with?a storage array of up to 768GB of flash memory, and an Intel?Ivy?Bridge Core i7 processor.

Schiller also introduced a new?Mac Mini with a neat removable bottom. A base configuration with a 2.5GHz dual-core i5 processor starts at $599, and a server model is available for $999.

The star of the Mac show was the next-generation iMac, however. It's incredibly thin.

Apple got it so much thinner by laminating the display to the glass. It comes in two sizes: A 27-inch model with a?2560?x?1440 screen and a?21.5-inch version with a?1920 x 1080 screen. Schiller says there's 75 percent less reflection than on?the previous generation, and from what I can tell after using a MacBook Pro with Retina display, that sounds about right.

This new iMac is 8 pounds lighter than its predecessor. Still, it's got all the jacks and speakers and cameras you'd expect.

The key under-the-hood feature is the "Fusion Drive,"?a hybrid drive that has 128GB of Flash memory, integrated with a 1 or 3TB magnetic?drive. The hybrid drive is coded into OS?X, so that your file management is speedy, delivering "nearly the performance of flash," says Schiller.

The base configuration of the new iMac is $1299, and you get a?2.7GHz processor, 8GB of RAM and regular?1TB drive. There's no optical drive on any configurations, just an add-on accessory.?

As usual,?Cook started off the Apple event?by recapping sales of all Apple products.?There was a video of the iPhone 5 sales launch, naming it the fastest-selling phone in history. Next was a recap of iPod sales ? over 3 million of the new ones sold already.?

On to software, where Cook mentioned that iMessages have been sent 300 million times, at a rate of 28,000 per second. 35 billion apps have been downloaded from Apple App Store, and there are 275,000 titles in there that are just for iPad. Developers have made $6.5 billion from selling wares in the App Store.?

If you are looking for a new way to spice up your content marketing, consider doing an interview with a well-known thought leader in your industry. An in-depth interview is a great alternative to the traditional blog post or article, giving your readers great information in a new format.

Here are 2 reasons why an interview with an industry thought leader can be so valuable for your content marketing efforts:

1. Leverage the authority of your subject.

When an industry authority is willing to be interviewed for your blog be sure you take advantage of that opportunity! Your subject is an industry thought leader for a reason. Maybe they?ve been around the longest or are always on the cutting edge of your industry, but one thing?s for certain?when they talk people listen. An interview with someone that respected and well-known in your niche is bound to attract attention from other industry thought leaders as well as your target audience.

Once your interview has gone live, be sure to promote it all over your social profiles and reach out to some of your social connections directly and invite them to read and share your interview. You?d be amazed at the kind of response a few reTweets or Facebook shares can generate when you have the ?name? of a popular industry figure tied into your content. Interviews with industry thought leaders also tend to have a pretty long shelf life that works to your link building advantage. For instance, a recent interview I did with link building expert Eric Ward generated hundreds of social signals and thousands of visitors when it first went live, but even after a few weeks (which is forever in the social media realm) that interview is still getting social love, links and mentions across the web. One blog that linked to the interview sent over 700 visitors in one day, and I?m still seeing about 20 visitors a day from those links.

Also keep in mind that a respected authority figure in your industry is bound to have a strong and avid social network of their own. Even thought leaders need to keep their reputation going strong, and the interview on your blog is another way for them to self-promote. Chances are they?ll want to share the interview with their own social network, exposing your brand and blog to a very receptive audience in the process! Social love begets social love and a great interview has the potential to go viral.

Take advantage of the authority and prowess of your interviewee for your own social media, link building and content marketing efforts.

2. Give your readers a new and informed perspective.

Both you and your readers can learn something new from an interview with an industry thought leader. Whomever you interview has probably been around the block a few times and has seen, done and heard it all?they know what works, what doesn?t and what really matters in your industry. Anyone can put up a blog or website and call themselves an expert, but the real authority figures can give your reader advice and insights that they can?t get from anyone else. They know how to cut through the fluff and the clutter and deliver great advice. In theory you could interview anyone in your industry and probably come up with some decent content, but real authority figures and thought leaders have the knowledge and experience that makes them stand head and shoulders above the rest. This is the kind of information that takes your content marketing efforts to the next level.

People want to share and link to information that is truly useful and insightful, not just the same general ideas repeated time and time again. And keep in mind that a respected thought leader can probably take those general ideas, put a new spin on them and present them back to your audience in a way they?ve never seen before. Great advice is great advice, but sometime presenting it through an interview (as opposed to the standard blog post or article) can sometimes resonate better with your readers because it?s more of a conversation and less like a how-to guide. Every little nugget of knowledge, and an interview is bound to be chalk full of them, can connect with a different section of your target audience so everyone learns something of value for the interview.

Keep in mind that you don?t want to interview just anyone, but preferably someone in your industry that is on the same level as or better than you at what you do. You always want to be pushing your content marketing efforts forward, not settling for the easy win. While it might take a lot of effort to get that interview, it?ll be well worth it in the end!

    We have to often deal with many interesting tight-spots as far as our day-to-day money matters are concerned. So how do we choose the best alternative? What are the pros and cons to be weighed before saying yes to one of the options? Let?s try and get some useful solutions to a few of such challenges.

    You have received an unexpected bonus. It has always been your dream to vacation in Singapore with your family. But, given the expenses involved, it has remained an elusive dream till now. This, therefore, is a great opportunity to fulfill your dream as this money was anyway not expected.



    However, on the other hand, you have a personal loan to pay off.

    You ponder ? will it not be better to repay the debt and save the huge interest expense. Or this time should I live my dream?

    For personal loans, it is recommended that the EMI should not exceed 10-15% of your monthly take-home pay. Therefore, if you are closer to or higher than this number, you may be better off repaying the personal loan from your bonus.

    However, if this ratio is only say 5%...have a nice trip.

    [Note: I have seen instances where people have money lying idle in FDs and earning 8-10%, while they are paying 12-15% on their loans (or even 30-40% on their credit card outstanding balance).     Orionid meteor shower: Watch for fireballs during weekend peak

    One of the more spectacular meteor showers of the year peaks overnight Saturday, with perhaps 60 visible meteors an hour. Fireballs ? any meteor brighter than Venus ? are likely as Orionids plunge into the atmosphere at 148,000 miles per hour.

    Skywatchers in the northern and southern hemispheres are in for a treat overnight Saturday, when the annual Orionid meteor shower ? an intimate encounter with remnants of comet Halley?s tail ? is expected to peak.

    Weather willing, at least 25 meteors an hour should be visible in the predawn hours Sunday morning. By then, a crescent moon will have set, allowing a larger number of fainter meteors to stand out against the night sky.

    But NASA?s all-sky cameras already are detecting meteor rates that suggest the show could be better, perhaps approaching 60 meteors an hour, says Bill Cooke, a meteor specialist at the NASA?s Marshall Space Flight Center in Huntsville, Ala., and head of the agency?s Meteoroid Environment Office.

    ?I?m cautiously optimistic,? he says of the shower, which began Oct. 17 and runs through Oct. 25 at a sky above you.

    As if on cue, a fireball visible throughout much of central and southern California streaked across the sky Oct. 17, shortly before 8 p.m. Pacific Daylight Time. Observers reported three sonic booms tied to the fireball after it disappeared.

    However, the event may have had little to do with the meteor shower. Long-time meteor observers, including Mike Hankey with the American Meteor Society, point out that meteors from comets tend to be tiny grains of ice and dust. This reflects the composition of the comets that shed the detritus as they make their closest approach to the sun and heat up. This material vaporizes at very high altitudes.

    The object that plunged to Earth Wednesday evening ? which some witnesses said broke into fragments as it plunged ? was more likely a chunk of asteroid. The sonic booms people heard indicate that it reached the lower atmosphere.

    Even so, Orionid meteoroids generate fireballs as well, Mr. Cooke says, owing to the high speeds at which they enter the atmosphere. At 148,000 miles an hour, these meteoroids are outpaced only by meteoroids associated with the Leonid shower, which appears each November.

    ?If I?m blazing into the atmosphere fast, I don?t have to be very big to leave a brilliant mark in the sky,? he says.

    The fireballs the Orionids generate occur at altitudes of about 60 miles. A fireball is defined as any meteor brighter than Venus. NASA has logged at least two Orionid fireballs so far during this month?s shower.

    The shower takes its name from the constellation Orion. The shower?s radiant ? the region of the sky from which the meteors appear to emerge ? appears just to the left of Orion?s right shoulder, marked by Betelgeuse, a red supergiant star and one of the largest, brightest stars in the night sky.

    Part of the shower?s appeal lies in its radiant?s classy location. It sits surrounded by some of the most recognizable constellations in the night sky: Gemini; Orion, with his belt and sword; and Canis Major, Orion?s hunting companion. Canis Major hosts the double star Sirius. At 8.6 light-years from Earth, Sirius A, the brightest of the two, outshines all the other stars visible to the naked eye.

    So while you wait for a meteor, you still have other cosmic eye candy to enjoy.

    Beyond the beauty, Cooke adds, is the fact that the meteors are from Halley?s comet, providing an annual show that outclasses the last appearance of Halley itself in 1986, which he witnessed, and is likely to outclass Halley?s next appearance in 2061.

    ?This is my consolation,? Cook says with a chuckle. ?If I can?t see a good Halley?s comet, at least I can see pieces of it burning up in the atmosphere.?

    Beirut car bomb blast kills top intelligence official

    Hundreds were rushed to emergency rooms after an explosion left a 15-foot crater in one of Beirut's nicest neighborhoods. NBC's Stephanie Gosk reports.

    Updated at 4:43 p.m. ET: BEIRUT, Lebanon -- A huge car bomb explosion in Beirut on Friday killed a top Lebanese security official whose investigations implicated Syria and Hezbollah in the assassination of former Lebanese prime minister Rafik al-Hariri seven years ago.

    The rush-hour bomb in the center of the Lebanese capital killed eight people and wounded about 80 others, heightening fears that Syria's war is spilling over into Lebanon.

    Among the dead was Wissam al-Hassan, the head of a Lebanese intelligence agency who had also uncovered a recent bomb plot that led to the arrest of a pro-Syrian Lebanese politician, a Lebanese official said.

    Al-Hassan was a close aide to Hariri, a Sunni Muslim who was killed in a 2005 bomb attack in downtown Beirut. Al-Hassan's investigation into Hariri's death uncovered evidence that implicated Syria and Hezbollah in the killing.

    It was also not clear if the explosion targeted any political figure in Lebanon's divided community but it occurred at a time of heightened tension between Lebanese factions on opposite sides of the Syria conflict.

    Phalange leader Sami al-Gemayel, a staunch opponent of Syrian President Bashar al-Assad and a member of parliament, condemned the attack.

    "Let the state protect the citizens. We will not accept any procrastination in this matter, we cannot continue like that. We have been warning for a year. Enough," said Gemayel, whose brother was assassinated in November 2006.

    Several cars were set on fire by the explosion and the front of a multi-story building was badly damaged. Residents ran about in panic looking for relatives while others helped carry the wounded to ambulances, Reuters reported.?

    Witness Danny Rizkallah told NBC News the blast took place close to the headquarters of a Lebanese opposition political party with links to Syria rebels and close to the scene of the 1982 assassination of then president-elect Bachir Gemayel. The affluent, largely Christian, district is also home to the American University of Science and Technology (AUST).

    He said he was having lunch nearby when the blast lifted him from his chair. ?It was an incredibly powerful explosion,? he said. ?I knew immediately it was a bomb because it has such a different sound to shelling.?

    ?I rushed around the corner to see what happened there were lots of people injured by broken glass from the windows of nearby stores. It did a great deal of damage to nearby buildings and there was a lot of glass.

    The last bombing in Beirut was in 2008 when three people were killed in an explosion that damaged a U.S. diplomatic car.?

    U.S. officials are condemning the attack "in the strongest terms," calling the blast a terrorist attack.

    "We condemn this act of terrorism," State Department spokeswoman Victoria Nuland said.

    "There is no justification for such violence," she added. "We obviously express our heartfelt sympathies for the families and the loved ones of those who were killed and injured, and we stand by the people of Lebanon and renew our commitment to a stable, sovereign, and independent Lebanon."

    National Security Council spokesman Tommy Vietor said in a statement there is "no justification for using assassination as a political tool." He says the U.S. will stand with the Lebanese government to bring to justice those responsible "for this barbaric attack."

    Sunni-Shiite tensions
    Tension between Sunnis and Shiites has been rumbling in?Lebanon ever since the end of the 1975-1990 civil war but?reignited after the Syria conflict erupted.

    It reached its peak when Hariri, a Sunni, was killed in 2005. Hariri supporters?accused Syria and then Hezbollah of killing him -- a charge they?both deny. An international tribunal accused several Hezbollah?members of involvement in the murder.

    Hezbollah's political opponents, who have for months accused?it of aiding Assad's forces -- have warned that its involvement?in Syria could ignite sectarian tension of the civil war.?

    (AP) ? A Jack Russell terrier has survived after being poisoned and buried alive ? and he can thank the man who saw the ground wiggle.

    Ethan came back to life on his third birthday after someone tried to kill him. He had a whole chain of saviors: the man who dug him up, the firefighters who rushed him off and a veterinarian who nursed him back to life.

    Sabrina Zamora, president of an animal association in Charleville-Mezieres, 200 kilometers (125 miles) northeast of Paris, said Friday the little white dog with a black ear was "flat as a pancake" when he was dug up from his grave Tuesday near a lakeside pedestrian path.

    "It's extraordinary. We only see this in TV movies," said veterinarian Philippe Michon. "He came back to life and without a scratch. It's rather miraculous."

    The vet said when firemen brought the dirt-covered terrier to his office "he was completely cold, he was barely breathing."

    Michon used hot water bottles to warm up Ethan's seemingly lifeless body. The dog was so cold his veins had collapsed and it was hard to find one to hydrate him but within 24 hours the dog was back on his feet.

    According to the veterinarian and Zamora, a man walking by just happened to see the ground moving ? an apparent result of convulsions from the dog's poisoning. The man then got a shovel and dug the dog up.

    Ethan was identified through a microchip that showed all this happened on his third birthday.

    His owner says he had given the dog away but police are investigating, Zamora said.

    "(Ethan) had an unbelievable chain of luck," Michon said. "If the ground hadn't trembled, no one would have taken a shovel to it."

    Dow tumbles 200 points on worries about earnings

    Shades of "Black Monday."

    On the 25th anniversary of the biggest one-day percentage drop ever in?the benchmark Dow Jones industrial average, the index was down 200 points in midafternoon trading as investors fretted about corporate earnings.

    While the drop in the?Dow was not even close?to the 22.6 percent plunge it took on that October day in 1987, the Dow was still down a healthy 1.5 percent to 13,343.68.

    The Standard & Poor's 500 was down?1.6 percent and the Nasdaq dropped over two percent.

    Earnings on Friday from large multinationals underscored the effect of the global economic slowdown. General Electric Co shares fell 3.3 percent to $22.05. The stock was one of the biggest drags on the S&P 500 after the largest U.S. conglomerate posted quarterly earnings that met Wall Street's expectations, but revenue fell short of estimates. GE, however, stood by its full-year earnings forecast.

    'Black Monday' could happen again, expert says

    McDonald's Corp was the heaviest weight on the Dow industrials, down 4 percent at $89.17 after the world's biggest fast-food restaurant chain reported a lower quarterly profit that missed analysts' expectations.

    On Thursday, a string of earnings disappointments, including surprisingly weak results from Google that were erroneously released hours before they were expected, gave investors a reason to sell some stocks and the market finished lower.

    Microsoft Corp said late Thursday its quarterly profit fell a greater-than-expected 22 percent, as sales of computers running its Windows operating system dipped and some revenue was deferred before the release of its core Windows and Office products. The stock tumbled 2.9 percent to $28.64.

    Top bankers urge Washington to avoid fiscal cliff

    WASHINGTON (Reuters) - Top financial industry executives urged the Obama administration and Congress on Thursday to stop automatic fiscal austerity measures from kicking in at year-end, but did not propose fresh ideas for replacing those harsh budget and tax measures.

    "The consequences of inaction ... would be grave," members of the Financial Services Forum, an industry trade association, wrote to President Barack Obama and members of Congress in a letter released on Thursday.

    The letter, signed by 15 top executives of some of largest U.S. and global financial services companies, points to rising concern that lawmakers will run out of time to seal a deal to avoid sharp tax increases and spending cuts.

    With a presidential election leaving the political landscape uncertain, negotiations to avert what has become known as the fiscal cliff are not expected until after the ballots have been counted on November 6 - and that has made many nervous.

    If unattended, the impact of the sudden tax hikes and spending cuts could be severe. Independent policymakers, including Federal Reserve Chairman Ben Bernanke, have warned that failure to avert the "fiscal cliff" would cause economic growth to contract sharply and hamper an already fragile recovery.

    OBAMA SEES AN END TO DEADLOCK

    The White House said on Thursday that the outcome of the election will break the deadlock over the key sticking point - whether to raise taxes on those earning more than $250,000 - and that there will be time to prevent the crunch.

    "The president is confident, we remain confident that we can address these issues," White House spokesman Jay Carney told reporters traveling with President Barack Obama on Thursday.

    "He said on a number of occasions that he is confident that since the electorate will have spoken on this issue, and will have endorsed the broad consensus that we need to take a balanced approach to these matters, that will compel Congress to move in that direction," Carney said.

    If the White House and Congress fail to prevent them, $1.2 trillion in across-the-board spending cuts would start to take effect on January 2 and tax cuts enacted under former President George W. Bush would expire on December 31.

    Lawmakers set up the year-end deadline as a spur to achieve a broader deficit-reduction package, but failed to reach such a deal.

    The letter from the Financial Services Forum letter is not the first sign that Washington's lack of action in light of the looming threat has caused anxiety in the business community.

    Last month, chief executives of some of the largest U.S. companies also urged Congress to step up efforts to avert the fiscal cliff.

    In mid-November, Congress is scheduled to begin a post-election legislative session that will consider whether to extend all or most of the Bush-era income tax cuts, as well as several other expiring tax measures. It also will weigh whether to replace the across-the-board spending cuts with more targeted reductions that might be less detrimental to economic growth.

    The Bipartisan Policy Center, a think tank, proposed on Thursday that Congress agree to postpone looming tax cuts and spending increases, and turn over the task of cutting the budget deficit by $4 trillion over 10 years to congressional committees.

    Lawmakers should enact an initial package of tax and spending measures to serve as a "down payment" on a broader deal, the think tank suggested. It also recommended that Congress should agree on a backstop plan that would automatically become law if lawmakers fail again to reach a fuller deficit-reduction package.

    Obama takes offensive against Romney in debate rematch

    HEMPSTEAD, New York (Reuters) - U.S. President Barack Obama aggressively challenged Republican candidate Mitt Romney on jobs, energy and Libya in their second debate on Tuesday as the Democrat tried reclaim the momentum in a tight White House race.

    Obama was much sharper and more energetic than in their first debate two weeks ago, when his listless performance was heavily criticized and gave Romney's campaign a much-needed boost.

    The incumbent fought back against Romney's accusations that he had played down the attack by Islamist militants in Libya last month that killed four Americans, including the U.S. Ambassador Chris Stevens.

    "I'm the president and I'm always responsible," Obama said.

    The two men argued over whether the White House had described the Benghazi attack as terrorism or not, with Obama saying he had in fact called it an act of terror when he spoke in the Rose Garden the following day.

    Romney accused his rival of overseeing a stagnant economy. "The middle class has been crushed over the last four years and jobs have been too scarce," the former Massachusetts governor said.

    "I know what it takes to get this economy going," he said. "I know what it takes to create good jobs again."

    Gamblers seemed to think Obama did well at the debate, in which undecided local voters from New York state's Nassau County asked questions in an intimate town-hall format.

    Online betting site Intrade showed Obama had a 64.4 percent chance of winning the election after the debate compared to 35.5 percent for Romney. Before they met, Obama led by 62.2 percent to 37.8 percent.

    Obama repeatedly accused Romney of misstating his policies as president, and resurrected his charge that the economic proposals put forward by the former private equity executive were designed to protect and bolster the wealthy at the expense of the middle class.

    "Governor Romney says he's got a five-point plan. Governor Romney doesn't have a five-point plan, he has a one-point plan. And that plan is to make sure that folks at the top play by a different set of rules," Obama said in the debate at Hofstra University in Hempstead, New York.

    PRIZE FIGHTERS

    Both candidates roamed the stage to talk directly to the questioners. At times they circled each other warily at center stage like prize fighters, talking over each other and bickering frequently about the rules and who had exceeded their time.

    Romney confronted Obama face-to-face at one point to ask repeatedly if licenses and permits for energy drilling on federal land had been reduced during his administration.

    The Republican's strong performance in the first debate helped him reverse his slide in the polls, and recent surveys have put the race for the White House at a virtual dead heat just three weeks ahead of the November 6 election.

    Obama seems to have stopped the slide after the last debate. In a Reuters/Ipsos daily tracking poll on Tuesday, he gained a bit more ground on Romney for the third straight day and led 46 percent to 43 percent. But a Gallup/USA Today poll showed Romney ahead by 4 percentage points in the 12 most contested states.

    After being criticized for his passive performance in the first debate, Obama attacked Romney repeatedly this time. He criticized his opposition to a bailout for the auto industry, ridiculed his claim he would get tough on China and compared him unfavorably to unpopular former Republican President George W. Bush.

    "George Bush didn't propose turning Medicare into a voucher. George Bush embraced comprehensive immigration reform. He didn't call for self-deportation. George Bush never suggested that we eliminate funding from Planned Parenthood," Obama said.

    "So, there are differences between Governor Romney and George Bush but they are not on economic policies. In some ways he's gone to a more extreme place when they come to social policies," Obama said.

    The two also clashed over the auto bailout, with Romney saying Obama had misrepresented his position that General Motors should go into a managed bankruptcy.

    "He keeps saying, you want to take Detroit bankrupt. Well, the president took Detroit bankrupt," Romney said. "You took General Motors bankrupt. You took Chrysler bankrupt. So when you say that I wanted to take the auto industry bankrupt, you actually did."

    Obama responded: "What Governor Romney said just isn't true. He wanted to take them into bankruptcy without providing them any way to stay open. And we would have lost a million jobs."

    Obama rejected the notion that Romney was more supportive of finding more energy sources like coal and natural gas.

    "When you were governor of Massachusetts, you stood in front of a coal plant and pointed at it and said 'This plant kills,' and took great pride in shouting it down. And now suddenly, you're a big champion of coal," Obama said.
